2-1-1 Vietnam-Japan Workshop
|
The 7th cooperation workshop on disaster management was held at Pan Pacific Hotel in Hanoi on October 11, 2019.
Presentations and discussions dealing with technical solutions to damage mitigation from water related disasters
such as flashflood and landslide are implemented by Vietnam's VNDMA (Vietnam Disaster Management Authority) of
MARD (Ministry of Agriculture and Rural Development) and Japan's MLIT (Ministry of Land, Infrastructure,
Transport and Tourism) . IDI (Infrastructure Development Institute) -Japan supported MLIT to arrange the workshop
from the preparation stage.
The workshop was concluded with good relationship. MARD was interested especially in Sabo (landslide prevention)
Act of Japan in the discussion. MARD and MLIT reached a consensus on this matter and keeping cooperation together.

2-1-2 Malaysia-Japan Workshop
|
Disaster Management Collaboration Dialogue Workshop between Malaysia and Japan was held in Kuala Lumpur from October 22 to 24, 2019
by DID (Department of Irrigation and Drainage) of Malaysia and MLIT (Ministry of Land, Infrastructure, Transport and Tourism) of Japan.
IDI (Infrastructure Development Institute) -Japan supported MLIT to arrange the workshop from the preparation stage.
Day 1:
Both countries presented river management overviews and Japan introduced technology and knowledge for dam safety management to Malaysia.
Day 2:
The participants visited Batu Dam located in upstream Klang River to see the dam body and inspection facilities. JWA (Japan Water Agency)
provided advices on improving dam safety.
Day 3:
IDI (Infrastructure Development Institute-Japan) introduced Japan's 3L (Low cost, Long life and Localized) Water Level Gauge.
Its application to Malaysia was discussed.

2-2 Typhoon Committee
Typhoon Committee is an intergovernmental body organized under the joint auspices of the United Nations ESCAP (Economic and Social Commission for Asia and the Pacific)
and WMO (World Meteorological Organization) in 1968 to promote and coordinate the planning and implementation of measures required for minimizing the loss of life and
material damage caused by typhoons in Asia and the Pacific.
Typhoon Committee is currently composed of 14 members: Cambodia, China, Democratic People's Republic of Korea, Hong Kong (China), Japan, Lao People's Democratic Republic,
Macao (China), Malaysia, The Philippines, Republic of Korea, Singapore, Thailand, Socialist Republic of Viet Nam and the United States of America.

2-2-1 8th Meeting of Typhoon Committee Working Group on Hydrology in Seoul, Republic of Korea

The 8th Meeting of TC (Typhoon Committee) WGH (Working Group on Hydrology) was held from October 15 to 18, 2019
in Seoul, Republic of Korea chaired by Dr. Ikeda from ICHARM (International Centre for Water Hazard and Risk Management).
The theme was 'Knowledge Sharing on Hydrological Data Quality Control and Flash Flood Forecasting Using Radar Rainfall Data.'
The participants from Japan were: Dr. Ikeda and Mr. Tomizawa from ICHARM, Dr. Murase and Mr. Ishikawa from International Affairs Office,
Water and Disaster Management Bureau, MLIT (Ministry of Land, Infrastructure, Transport and Tourism). IDI staff participated the meeting
to support Dr. Ikeda.
The meeting went well in close collaboration with great assistance of the host, Republic of Korea.. Productive discussions were carried out
while presentations on AOPs (Annual Operating Plan) were given by member countries.
WGH AOPs 2019 are: 1)Flash Flood Risk Information for Local Resilience, 2)Application of Hydrological Data Quality Control System in TC Members,
3)Enhancement of Flood Forecasting Reliability with Radar Rainfall Data and Stochastic Technique, 4)OSUFFIM phase-II: extension of Application of

2-2-2 Typhoon Committee 14th Integrated Workshop in Guam, USA
|
TC 14th IWS (Integrated Workshop) was held over 4 days from November 4 to 7 2019 in Guam, USA with 85 participants from the 13 member countries/regions.
This year’s theme was ‘The Smart Service for Typhoon Related Disaster Risk Reduction.’
7 members participated from Japan - 3 members from RSMC Tokyo Typhoon Center, JMA (Japan Meteorological Agency) including Head, Dr. Eito, Mr. Ishikawa,
Chief of International Affairs Office, Water and Disaster Management Bureau, MLIT, Dr. Ikeda, Chief Researcher of ICHARM, Mr. Arakida, Senior Researcher of
ADRC (Asian Disaster Reduction Center) and Tokunaga, Director of IDI-Japan (Infrastructure Development Institute-Japan).
Day 1 started with Opening Speech by Governor of Guam, Lou Leon Guerrero. Key Note speeches and technical reports followed. Director Tokunaga from IDI also gave a presentation,
‘Global Trend of Storm and Flood Disaster in the World and Japanese Technology.’
From Day 2 afternoon, three working groups (Meteorology, Hydrology and Disaster Risk Reduction) separately conducted discussions.
WGH (Working Group on Hydrology), led by Chairperson Dr. Ikeda, shared country situation reports by 10 representatives and activity reports on 7 AOPs (Annual Operating Plans).
Japan reported Typhoon Faxai and Hagibis and explained AOP1; ‘Flash Flood Risk Information for Local Resilience,’ AOP6; ‘Hydro Risk Watch Project for Life-saving’ and AOP7;
‘International Flood Initiative.’
Here are some notable points from the WGH session:
- USA would start an AOP for the first time in 2020 regarding inundation modeling by storm surge in Pacific Ocean.
- Japan’s proposal for holding the 9th WGH meeting in Kumamoto in line with the 3rd APWS (Asia-Pacific Water Summit) in October 2020 was approved.
- WGH appealed its interest and expectation in collaboration between Typhoon Committee and PTC (Panel on Tropical Cyclones) with secretariat in Oman and members from parts of West,
South and Southeast Asia.
In Plenary Sessions, the recent TC challenge, ‘cross section activities’ are discussed. Dr. Eito and Dr. Ikeda introduced the collaboration between JMA and MLIT
for disaster response in Japan and suggested promotion of International Flood Initiative by Typhoon Committee.
It was impressive to see all the courteous and detailed operations by the host, Guam, USA not only in the meetings but also in the welcome reception in the governor’s
house and the handmade farewell party by all the NOAA staff.

2-2-3 Panel Discussion at World Bosai Forum 2019 in Sendai, Japan
|
Technical session titled “Contribution from meteorology, hydrology and DRR (Disaster Risk Reduction) for the Platform on Water Resilience and Disasters”
was held at Sendai International Conference Center on November 11, 2019 sponsored by ICHARM on World Bosai Forum 2019.
In this session, speakers introduced concrete programs and policies for flood and typhoon disasters. They made discussions in order
to promote more effective collaborative scheme during disasters, making sure the real situations of Japan and Asian countries.

3. Field Survey in the Philippines
|
Activities regarding project formulation of Coastal Conservation
|
Director Tokunaga, Department of Water Resources & Disaster Prevention Research, IDI-Japan conducted a project support survey in Iloilo City
and Kalibo City of Panay Island from Nov. 12 to 15. The Survey was for implementation of technical cooperation regarding capacity building for
Philippines Coastal Conservation Plan and Measures. The results will be compiled by exchanging opinions with Philippines’DPWH (Department of Public
Works and Highways) and JICA (Japan International Cooperation Agency) experts stationed in the Philippines, in order to formulate the future
technical cooperation project utilizing ODA.
With JICA support, DPWH hosted a 2-day coastal seminar with participation of Dr. Takaaki Uda and 5 consulting company staff from Japan, about 50 members
from DPWH all over the Philippines, as well as 3 experts from the local JICA office.
On Day 1, information on Panay Island’s coastal issues and Japan’s coastal conservation technology were shared. On Day 2, field investigation was conducted
on coast areas with problems, and Dr. Uda gave a lecture on clarifying the issues and how to deal with them. IDI-Japan will provide further assistance
to realize the project by confirming the importance of the project and identifying the requirements for project formulation through this survey.
