TOWARDS FLOOD DISASTERS REDUCTION

Flood disasters have been occurring in many parts of the world every year resulting in extensive losses. Although continuous and steady efforts have been made aiming at flood disaster reduction, statistics show that flood disasters seem to be rising rather than abating. Under the circumstances IFNet of which task is to tackle on flood disaster reduction through network activities presents its recommendation as a summary of the 2nd General Meeting of IFNet held on 19 Jan. 2005 in conjunction with UN WCDR in Kobe.

3. Inadequate Recognition of Risk

II. COUNTERMEASURES RO BE PROMOTED
1. Disaster Information to All People in Dangerous Areas  
2. Disaster Information Leading to People's Evacuation in Dangerous Areas  
3. Normal Time Measures Leading to People's Evacuation in Emergency  
4. Approaches from Whole Society  
5. Optimum Combination of Hard and Soft Measures
